Senturel N’GOMA MADOUNGOU, ou encore la Force de l’Expérience, est Consultant International en Ingénierie Financière et Affaires Internationales au CABINET PÉRONO CONSEILS.
Il intervient sur tous les dossiers ayant de fortes implications financières et au sein du département Lobbying et Affaires Publiques du Cabinet, aux côtés du Président Fondateur Maître Pierre-Stanley PÉRONO, Avocat au Barreau de Paris et Expert en Intelligence Économique, et de Florine AMOUGOU, Responsable Développement du Cabinet et Consultante en Communication Institutionnelle.
Gabonais, Inspecteur Général des Finances, Senturel N’GOMA MADOUNGOU a d’abord fait carrière de 1986 à 1995 au sein de la Société d’Énergie et d’Eau du Gabon (la SEEG), avant de devenir, du 30 novembre 1995 au 20 octobre 1996, Conseiller Spécial du Président de la République du Gabon, Son Excellence Omar BONGO ONDIMBA.
Il quitte ces fonctions pour devenir Ministre, et il le restera du 20 octobre 1996 au 30 mars 2008, soit pendant près de douze (12) ans, sans interruption, période au cours de laquelle il exerce tour à tour plusieurs portefeuilles ministériels, en tant que Ministre des PME/PMI, Ministre du Budget, Ministre Délégué chargé du Plan, Ministre Délégué chargé des Travaux Publics, Ministre de la Planification et de l’Aménagement du Territoire.
Outre ce profil de haut commis et de fidèle serviteur de l’État, Senturel N’GOMA MADOUNGOU est aussi un notable et un homme de terrain. En effet, proche et apprécié de ses concitoyens, il a été élu en continu Député du 1er siège de l’OGOULOU MIMOMGO, province de la NGOUNIE de 1996 à 2018.
Homme de réseaux, il a siégé, au plus haut niveau, dans les institutions financières régionales en Afrique.
Ancien Président de la Commission monétaire et financière, de la balance des paiements et de la Commission Bancaire, Ancien Vice-Président du Conseil des Gouverneurs de l’ACBF (Fondation pour le renforcement des capacités en Afrique), il est aujourd’hui Vice-Président Afrique Centrale de Global Alliance Corporation (GLAC).
Il est souvent sollicité comme Consultant Senior par les entreprises tant dans son pays que sur la scène internationale.
Il a participé avec Jacques ATTALI (Président de Positiv Finance, anciennement Planet-finance) à la conception du Business plan et à la création de la banque de la micro finance au Gabon : la Gabonaise de la micro finance (GAMIFI).
Le 24 avril 2023, Senturel N’GOMA MADOUNGOU reçoit la médaille d’or de la Ligue Universelle du Bien Public à l’Assemblée Nationale Française.

Senturel N’GOMA MADOUNGOU, also known as the Power of Experience, is an International Consultant in Financial Engineering and International Affairs at CABINET PÉRONO CONSEILS.
He works on all cases with significant financial implications and within the firm’s Lobbying and Public Affairs department, alongside Founding President Maître Pierre-Stanley PÉRONO, Lawyer at the Paris Bar and Expert in Economic Intelligence, and Florine AMOUGOU, Head of Development at the firm and Institutional Communications Consultant.
A Gabonese national and Inspector General of Finance, Senturel N’GOMA MADOUNGOU first worked from 1986 to 1995 at the Gabonese Energy and Water Company (SEEG), before becoming, from November 30, 1995 to October 20, 1996, Special Advisor to the President of the Republic of Gabon, His Excellency Omar BONGO ONDIMBA.
He left these positions to become a minister, a role he held from October 20, 1996, to March 30, 2008, for nearly twelve (12) years without interruption. During this period, he held several ministerial portfolios, including Minister of SMEs/SMIs, Minister of the Budget, Deputy Minister in charge of Planning, Deputy Minister in charge of Public Works, and Minister of Planning and Land Management.
In addition to his profile as a senior civil servant and loyal servant of the State, Senturel N’GOMA MADOUNGOU is also a notable figure and a man of action. Close to and appreciated by his fellow citizens, he was continuously elected as Deputy for the 1st seat of OGOULOU MIMOMGO, NGOUNIE province, from 1996 to 2018.
A man with a wide network of contacts, he has held positions at the highest level in regional financial institutions in Africa. Former President of the Monetary and Financial Commission, the Balance of Payments Commission, and the Banking Commission, and former Vice President of the Board of Governors of the ACBF (Foundation for Capacity Building in Africa, in French « Fondation pour le renforcement des capacités en Afrique »), he is now Vice President for Central Africa at Global Alliance Corporation (GLAC).
He is often called upon as a senior consultant by companies both in his own country and internationally.
He worked with Jacques ATTALI (President of Positiv Finance, formerly Planet-finance) on the design of the business plan and the creation of the microfinance bank in Gabon: Gabonaise de la micro finance (GAMIFI).
On April 24, 2023, Senturel N’GOMA MADOUNGOU received the gold medal from the Universal League for Public Welfare at the French National Assembly.
